Herceg Novi is a town of stairs and steep streets — the coast is flat, but every metre away from the sea goes uphill. A city or trekking bike is enough for the seaside routes, while an e-bike turns the climb to Savina Monastery or a headwind ride home into an easy spin, which is why older riders usually choose one.
How much does bike rental cost?
Prices differ between providers and change with the season, so always confirm directly. The final price depends on:
- Bike type — an e-bike costs noticeably more than a city bike; kids' bikes are the cheapest
- Rental length — multi-day rentals usually come with a per-day discount
- Season — demand (and prices) peak in July and August; book a day or two ahead
- Included equipment — check whether a helmet and lock are included or charged extra
- Deposit — with most providers an ID document is enough; sometimes a deposit is required
Local tip: before you ride off, ask for written confirmation of what's included and check the brakes and tyres — serious rental providers service their bikes regularly and will gladly show you.
Pet Danica promenade cycling rules (2026)
Seasonal restrictions from 1 June to 30 September:
- 🚴 Bicycles — riding on the promenade is allowed during the day, but banned between 7:00 pm and 1:00 am
- 🛴 Electric scooters — banned on the promenade for the whole day
- 💶 The fine for breaking these rules is €100
- 👮 The communal police regularly patrol the promenade, especially in Igalo, Topla and Škver
In practice: the Pet Danica promenade remains a great cycling route during the day, and summer evening rides are better planned on other routes — the coastal road towards Bijela or the Sutorina valley. The scooter ban is exactly why most visitors who want to explore the promenade choose a regular or electric bicycle instead. Outside the summer season (October–May) there are no time restrictions on the promenade — just mind the pedestrians, who always have priority.
The best cycling routes from Igalo and Herceg Novi
Igalo is the natural starting point: the only larger flat part of the municipality, right at the start of the promenade. All the routes are on asphalt — the promenade is paved and smooth, the coastal route follows the main road, and you'll only meet gravel on the side lanes of the Sutorina valley. Here are the proven rides for every fitness level:
1. Pet Danica promenade: Igalo → Topla → Škver → Herceg Novi → Meljine → Zelenika
The most beautiful route and the most famous promenade on the Montenegrin coast, built on the route of the old "Ćiro" railway. You ride past Topla and Škver beaches, below the Old Town and Kanli Kula fortress, with plenty of cafés and swimming spots the whole way.
Important: in peak season the promenade is packed with pedestrians — on the busiest stretches ride very slowly or dismount and push the bike. The nicest time to ride is early morning (6–9 am); in summer that is practically the only quiet slot, since the ban applies from 7:00 pm to 1:00 am. Outside the season, a late-evening ride after 10 pm on the empty promenade is magical too.
2. Igalo → Njivice — fewer crowds, more views
If you want to escape the crowds: from Igalo past the Dr Simo Milošević Institute and through the Sutorina valley to the sandy beaches of Njivice, with a view of the very entrance to the Bay of Kotor. Little traffic and plenty of shade — a great alternative when the promenade is crowded, or after 7 pm.
3. Bay of Kotor coastal route: Igalo → Meljine → Zelenika → Bijela → Kamenari
A ride along the very shore of the Bay of Kotor through a string of seaside villages — Kumbor with the Portonovi marina, Đenovići, Baošići and Bijela — with excellent bay views and swim stops at the beaches of Herceg Novi. For a shorter version, turn around in Bijela (≈ 12 km). Ride carefully on the sections that follow the main road, keeping right.
4. For fit riders: the climb to Savina and the hills above town
Above the coastal road wait Savina Monastery among olive groves and the switchbacks towards the villages at the foot of Mount Orjen, with views over the whole bay. On a regular bike this is a workout; on an e-bike — pure pleasure. For longer tours (40–80 km), take the ferry from Kamenari across the bay towards Perast and Kotor, or explore the Luštica peninsula.
The Old Town — on foot, not by bike
The Old Town of Herceg Novi is reached by many flights of stairs, so a bike is impractical there. Best approach: leave the bike at the Škver marina and walk through Nikola Đurković Square, past the Clock Tower, Kanli Kula and the Forte Mare fortress, through the old lanes — 30–60 minutes is enough.

Places worth stopping at
Spots along the routes worth seeing (and photographing): Rafaello beach and Galeb in Igalo, the Škver marina with its yachts, the Herceg Novi harbour, the Forte Mare and Kanli Kula fortresses, Herceg Stjepan Square, Savina Monastery, and Meljine and Zelenika. For photographers: the best shots are Škver at sunset, Forte Mare, Savina and the viewpoints above the Old Town.
If you have 2 hours
An easy ride along the promenade from Igalo to Škver and back (≈ 8 km), with a coffee on the promenade and a swim at Topla — or, if you're escaping the crowds, to Njivice and back with the view of the bay entrance. Just enough to taste the bay, with zero fitness required.
Suggested half-day tour (~15–20 km)
- Start in Igalo and ride gently along the promenade to Škver.
- Leave the bike at the marina and explore the Old Town on foot (30–60 min).
- Continue to Savina Monastery.
- Carry on to Meljine, then have a coffee in Zelenika.
- Ride back the same way along the sea.
About 15–20 km in total, almost without climbs — one of the most beautiful recreational rides in the Bay of Kotor.
If you have a whole day
Set off in the morning along the coastal route to Kamenari (≈ 20 km) with a swim in Baošići or Bijela and lunch in one of the seaside konobas. Ride back at an easy pace with a coffee stop in Zelenika — about 40 km in total. Fit riders can take the ferry from Kamenari across the bay and continue towards Perast before returning the same way.
Cycling rules and safety in Montenegro
- Ride on the right-hand side of the road; use cycle lanes where they exist.
- Lights are mandatory at night — white at the front, red at the back.
- A helmet is recommended for everyone and required for children; the youngest riders may use public roads only with an adult.
- On the promenade pedestrians always have priority — and respect the summer ban between 7 pm and 1 am.
- No phone in hand and no headphones in both ears while riding in traffic.
In summer, plan your rides early in the morning, before 10 am — temperatures are kinder and the promenade is quieter. Carry water and sunscreen, and always lock the bike.

Why a bike rather than a car or walking?
- Faster than walking: Igalo to the centre of Herceg Novi takes ~45 minutes on foot, ~15 by bike
- More practical than a car: parking in the centre is hard to find in summer, and the promenade is closed to cars anyway — on a bike you stop wherever you like
- More to experience: beaches, cafés and viewpoints follow every few hundred metres — by bike you can reach them all in a single day
